Following from Chiefs of Staff.

You should sign the surrender instrument at

Hong Kong in two laces:-

(a) On behalf of H.M. Government.

(b) On behalf of the Generalissimo.

You may sign this instrument on the 5th September provided that the surrender in the main China Theatre has then been completed and that agreement on Chinese requests has been reached in Chungking.

Letest Chinese requests are in our immediately following telegram and our instructions to Britchin on them have been repeated to you in
